Kassim Ali, Ali Omar Bwanadi, Muhamad Abdallah and Mustafa Kheri Shali are suspected to have been on their way to join the Islamic State in Libya.
The four had previously been arraigned in court on other charges but were released on bail.
The accused are believed to be members of Somali insurgent group al-Shabaab. They have all been linked to various crimes carried out in Mombasa.
The case will be heard on April 7.
Recently, the police unearthed that militant groups are luring youths to fight alongside extremists.
Last month, anti-terror police nabbed a University student who was recruited by the Islamic State in Libya. The student was arrested at the Jomo Kenyatta International Airport on his way to Libya.
